During its Sept. 23 meeting, the Dallas City Council approved nearly $5 million in engineering contracts to study and design flood management, storm drainage and erosion control improvements at 19 locations across Dallas, including a District 9 site at 10440 Clary Drive.
Four consulting firms — CDM Smith Inc., Freese and Nichols Inc., Kimley-Horn and Associates Inc. and Olsson Inc. — were selected to provide engineering services for the 19 locations.
Kimley-Horn received the largest contract at approximately $1.55 million, followed by Olsson at approximately $1.34 million, Freese and Nichols at approximately $1.07 million and CDM Smith at approximately $1.03 million. The total contract award is not to exceed $4,997,569.
The engineering work will include preliminary evaluations of existing drainage issues, surveying, geotechnical investigations to study soil and ground conditions, preliminary design, and the development of construction plans and specifications.
Among the 19 projects included in the engineering contracts is an update to the White Rock Creek Floodplain Management Study.
The contracts are for engineering and design services and do not authorize construction of the improvements at the 19 locations.
The contracts will be funded through several city sources, including the Flood Protection and Storm Drainage Fund, Storm Drainage Management Capital Construction Fund and the SDM Certificate of Obligations Series 2024A Capital Fund. The resolution also authorizes the use of General Obligation Commercial Paper Notes Series A and B, with eligible expenditures potentially reimbursed through commercial paper notes or general obligation bonds.
The engineering studies and designs will provide the city with information needed to determine the next steps for flood management, drainage and erosion-control improvements at the 19 locations.
